Background of the Study
Public sector governance refers to the processes, policies, and institutions through which governments exercise authority, manage resources, and deliver services to citizens. Ethical governance in the public sector is critical for promoting accountability, transparency, and trust between governments and their constituents (Bello & Musa, 2024).
Yobe State, like other regions in Nigeria, has faced significant challenges in public sector governance, including issues related to corruption, nepotism, and lack of transparency. These ethical lapses have hindered effective service delivery, exacerbating underdevelopment in the region (Adebayo & Yusuf, 2023). Addressing these challenges requires a comprehensive understanding of the underlying factors and the development of effective mechanisms to promote ethical governance.
This study aims to appraise the ethical challenges facing public sector governance in Yobe State, offering insights into how these issues can be addressed to improve governance outcomes.
Statement of the Problem
Ethical challenges such as bribery, favoritism, embezzlement, and lack of accountability are pervasive in the public sector in Yobe State. These issues have led to poor resource allocation, inefficient service delivery, and a lack of public trust in government institutions (Oluwaseun & Adeola, 2025). Despite existing governance frameworks, the implementation of ethical standards remains weak, and there is limited empirical research on the specific challenges and their impacts in the context of Yobe State.
This study addresses these gaps by appraising the ethical challenges in public sector governance in Yobe State, with the aim of identifying effective strategies for promoting ethical practices.

Research Hypotheses

Scope and Limitations of the Study
The study focuses on public sector governance in Yobe State, appraising ethical challenges and their impacts. Limitations include access to reliable data on governance practices and potential bias in responses from public officials.
